If the first case was sealed doesn't that mean a decision had already been made on it? How can they bring charges again? Didn't really explain, was an okay story otherwise.

I don't remember if they said this about the sealed case, but I'm guessing that the boy wasn't even tried and the charges were dismissed because it was the first offense and the parents promised to get him treatment. Since there is no statute of limitations on homicide, as the show is so fond of reminding us, the state could decide to unseal and prosecute if new information arose that essentially invalidated the initial decision, which is what happened. Stone not only realized that the second incident wasn't an accident, but discovered that the first wasn't either during the course of the trial.
